„Revival of the civil Society. Development of the third sector in Poland 1989-2008“, Nowosielski, 2008.
Nowosielski diskutiert in seinem Text die Entwicklung des Dritten Sektors von 1989-2008. Dabei geht er sowohl auf existierende Probleme wie fehlende finanzielle Mittel und fehlendes Wissen bezüglich der Organisation von privaten Nonprofit-Organisationen, als auch auf die wachsende Professionalisierung und Spendenbereitschaft ein. Die sogenannte 1% Regelung stellt er in diesem Zusammenhang im Detail vor. Als Kernprobleme des Sektors identifiziert er die nicht eindeutige Abgrenzung und suboptimale Zusammenarbeit zwischen Staat und Drittem Sektor. Darüber hinaus sei zwar die Spendenbereitschaft einhergehend mit der Wahrnehmung der 1% Möglichkeit gestiegen, ehrenamtliches Engagement habe jedoch keinen besonderen Stellenwert und sei gesellschaftlich nicht besonders anerkannt, sondern würde von der Mehrzahl der Bürger als „seltsames Hobby“ eingeschätzt.

In his text Nowosielski discusses the development of the Polish third sector from 1989 till 2008. He issues existing problems as the shortcoming of financial resources and the lack of knowledge in terms of organising nonprofit-organisations as well as the growth of professionalization and an increase in the willingness of private donations. He explains the so-called 1% rule detailed in this context. He sees the core problems of the whole sector in an ambiguous boundary between state and NGOs and the resulting suboptimal collaboration between NGOs and the polish government. Furthermore he argues that even though the willingness to donate has increased, voluntary work is still uncommon and seen as a “weird hobby” rather than socially necessary by many poles.

Das Länderprofil des EFC behandelt Fragen über die rechtlichen Rahmenbedingungen für Stiftungen, wie etwa die Zwecke, welche durch Stiftungen verfolgt werden dürfen oder gesetzliche Regeln zur Errichtung und Verwaltung einer Stiftung. Darüber hinaus wird die steuerliche Behandlung von Stiftungen erläutert. In diesem Zusammenhang werden Unterschiede bei der steuerlichen Behandlung der Einnahmen aus den verschiedenen Sphären der Mittelakquirierung dargestellt. Schließlich wird die länderspezifische Situation des Spendenrechtes aufgezeigt.
The profiles address issues concerning the legal environment of foundations, such as the purposes that foundations are allowed to pursue, the requirements for setting them up, governance and transparency requirements. The tax treatment of foundations is also discussed, with details on the income tax treatment of the foundation, including income from economic activities and asset management. There is also information on tax incentives for individual and corporate donors, including the issue of cross-border donations.

The CIVICUS Civil Society Index (CSI) is a participatory needs assessment and action planning tool for civil society around the world, with the aim of creating a knowledge base and momentum for civil society strengthening initiatives. It also actively involves and disseminates its findings to a broad range of stakeholders including government, donors, academics and the public at large.
